Description
Implement a proper "todo" state that comes after "backlog" and before "in_progress". Add a "plan" action to move tickets from backlog to todo. The current workflow lacks a proper "todo" state. Users currently have to use "blocked" for ready-but-not-started tickets, which is semantically incorrect. New workflow should be: backlog → plan → todo → start_work → in_progress
